This is usually called the thesis or main idea.
The sentence that contains the main idea is called the Thesis Statement. The Thesis Statement must take a position and not just state a fact. If you are given a topic instead of a question, then in order to create a thesis statement, you must narrow your analysis of the topic to a specific controversial issue about the topic to take a stand.
